RATIONALE

 


The Michigan Law Enforcement Officers Training Council Act provides for the creation of a law enforcement officers training council to prepare minimum employment standards for police agencies, including establishing minimum basic training requirements for law enforcement officers; providing for the approval of police training schools; establishing minimum courses of study and attendance requirements for trainees; and, requiring persons seeking employment as peace officers under State statute to meet minimum employment standards. The Act also provides for the selection of an 11-member law enforcement council and specifies organizations to be represented on the council, including a representative from the Metropolitan Club. At one time, the club was made up of police officers from the Detroit area. Apparently, the club no longer exists, and some people believe that a representative from the 6,500-member Michigan Police Officers Association should be appointed to replace the Metropolitan Club representative on the council.

The bill would amend the Michigan Law Enforcement Officers Training Council Act to delete from the membership of the Law Enforcement Council a representative of the Metropolitan Club and require, instead, that the membership include a representative of the Police Officers Association of Michigan.

 

Currently, the Council is made up of the following members: the Attorney General, or a designated representative; and, the State Police Commissioner, or a designated representative; as well as the following gubernatorial appointees: three members appointed from a list of six active members submitted by the Michigan Association


of Chiefs of Police; three members appointed from a list of six active law enforcement officials submitted by the Michigan Sheriffs Association; one member appointed from a list of three names submitted by the Fraternal Order of Police; one member appointed from a list of three names submitted by the Detroit Police Officers Association; and, one member appointed from a list of three names submitted by the Metropolitan Club. The bill would delete reference to the Metropolitan Club and replace it with a reference to the Police Officers Association of Michigan.

ARGUMENTS

Supporting Argument

 

The Act requires the Governor to appoint representatives of certain police organizations to serve on the Law Enforcement Council. Generally, an appointee is selected from a list of nominees submitted to the Governor. The Metropolitan Club apparently was a labor organization made up of Detroit area police officers. The Governor s appointment office reportedly has had difficulty locating persons who still are members of this organization, which apparently no longer exists. The bill would delete reference to the club in the Law Enforcement Council s membership and replace it with reference to the Police Officers Association of Michigan, which is an active organization that is made up of 6,500 members from across the State.
