CONTENT

 

The bill would amend the School Code’s provisions pertaining to the official association of the State established to organize and conduct athletic events and contests among schools, to permit a public school academy to join the association and participate in its athletic events, contests, and tournaments, and permit a public school academy pupil to participate in interscholastic events as a member of a team of a local school if the academy did not offer a team. The pupil would have to meet eligibility requirements of the association and school district, and he or she would have declare an intention to participate on the team by the date set by school district policy, which would have to be published at least yearly.  If a team were chosen by tryout, the bill would require only that the pupil be allowed to compete for a position on the team. The bill would permit the association’s regulations or a school district’s policy to limit a pupil’s participation to teams fielded by the school that served the attendance area in which the pupil resided. A school district could charge a reasonable fee to the academy for allowing the pupil to participate.

FISCAL IMPACT

 

The bill would have no fiscal impact on State government. Local school districts could incur increased administrative costs under the bill due to the requirement to set and publish policies regarding public school academy student participation in interscholastic sports. A school district would be permitted to charge a public school academy a fee for each student who participated to offset the incremental costs associated with the student’s participation.
