The bill would amend the prison code to prohibit a prisoner in a correctional facility from receiving or having in his or her living area any “sexually explicit matter”.
“Sexually explicit matter” would mean “sexually explicit visual material or sexually explicit verbal material”. “Sexually explicit visual material” would mean a picture, photograph, drawing, motion picture film, or similar visual representation that depicted nudity, sexual excitement, erotic fondling, sexual intercourse, or sadomasochistic abuse, or a book, magazine, or pamphlet that contained such a visual representation. “Sexually explicit verbal material” would mean a book, pamphlet, magazine, printed matter reproduced in any manner, or sound recording that contained an explicit and detailed verbal description or narrative account of sexual excitement, erotic fondling, sexual intercourse, or sadomasochistic abuse.
