House Bill 4368 (Substitute H-1 as passed by the House) Sponsor: Representative Frank M. Fitzgerald

House Committee: Appropriations Senate Committee: Appropriations

Date Completed: 12-2-96

CONTENT

The State Employees’ Retirement Act currently provides for 95% of hospitalization and medical coverage insurance premiums to be paid out of the pension reserve fund for State employee retirees, and for 90% of the premium payable for such persons’ dental or vision coverage to be paid out of the dental-vision reserve fund. The bill would amend the Act to specify that the Adjutant General, Assistant Adjutants General or other career State special duty military appointees, and eligible surviving spouses would be added to the definition of those employees who are eligible for these benefits under the State Employees’ Retirement Act.

FISCAL IMPACT

The bill would have a minimal impact on the State’s General Fund. State special duty military retirees already receive the benefit of having the State pay for 95% of their hospitalization and medical coverage premiums. According to the Department of Military Affairs, adding dental and vision benefits would affect 16 retirees and survivors and would result in costs under $10,000 which would be absorbed by existing resources.
