CONTENT

 

The bill would amend the Emergency Telephone Service Enabling Act to specify that “exchange access facility”, for purposes of the Act, would not include telephone pay station lines. Currently, the only telephone pay station lines that are excluded from that definition are those owned and operated by a telephone “service supplier” (e.g., Ameritech, GTE, and others that supply local telephone service).

 

The Act assesses a fee for 9-1-1 services on each exchange access facility (i.e., a telephone user’s means of gaining access to the telephone system). Since service supplier-owned and -operated pay telephones are excluded from the definition of “exchange access facility”, however, those facilities are exempt from payment of the 9-1-1 fee. The bill, then, would exempt all pay telephones, regardless of who owned or operated them, from the requirement to pay a fee to support 9-1-1 services.

FISCAL IMPACT

 

The bill would have no fiscal impact on State government and would result in a minimal decrease in fee revenues to local governments that have established emergency telephone service charges.
