The bill would amend the Michigan Liquor Control Act to delete the July 1, 1994, expiration date on a provision that allows the Liquor Control Commission to issue a tavern license to a concessionaire who leases or rents a portion of the Upper Peninsula State fairgrounds, or the State fairgrounds, or both, to service the licensed area in use for recreational or exhibition purposes, except during the annual Upper Peninsula State Fair. The bill also would delete a provision that allows the Commission, beginning July 1, 1994, to issue a tavern license to a concessionaire who leases or rents a portion of either the Upper Peninsula State fairgrounds or the State fairgrounds, or both, to service the licensed area in use for recreational or exhibition purposes, except during the annual State Fair and the annual Upper Peninsula State Fair. The bill would require the Department of Commerce, rather than the Department of Natural Resources, to approve the issuance of a tavern license for the State fairgrounds.

FISCAL IMPACT

This bill would not have a fiscal or regulatory impact on the Liquor Control Commission or the Michigan State Fair since the bill would allow for a issuance of a license after the old sunset date (July 1, 1994). There would be no fiscal impact on local governmental units.
