CONTENT

 

The bill would amend the Public Health Code to rename the Board of Dentistry the Board of Oral Health Care Professionals; increase the membership of the Board by six members; eliminate a current provision that prohibits dental hygienists on the Board from voting on certain educational requirements for dentists; and prohibit a board or task force from promulgating rules to modify the scope of practice definition of the health profession governed by the board or task force.

 

The bill provides that the Board of Oral Health Care Professionals would consist of 19 members, including seven dentists, seven dental hygienists, two dental assistants, and three public members. Currently, the Board of Dentistry consists of 13 members, including seven dentists, two dental hygienists, two dental assistants, and two public members.

 

Currently, all dental hygienist and dental assistant members of the Board may vote in all matters before the Board except educational requirements, and training program accreditation, that apply to dentists and not to dental hygienists or dental assistants. The bill would delete this provision.

 

Under the Code, a board or task force may promulgate rules necessary or appropriate to fulfill its functions. The bill would prohibit a board or task force from promulgating rules that expanded, constricted, or otherwise modified the scope of practice definition for a health profession governed by that board or task force.

FISCAL IMPACT

 

The newly named Board of Oral Health Care Professionals would increase the membership of the dentistry licensing board by six, requiring five more dental hygienists and one additional public member to be added. This change would increase the per diem costs for the Department of Consumer and Industry Services by $300 for each day the board meets. As this board meets six times per year, the annual additional cost to the Department would be $1,800.
