SCHOOLS: LIMITED OPEN FORUMS H.B. 5711: FLOOR ANALYSIS

The bill would amend the Revised School Code to specify that the provisions concerning public schools that have a limited open forum would apply only to a public school operating one or more of grades 7 to 12.
Under the Code, a public school that has a limited open forum may not deny equal access or a fair opportunity to, or discriminate against, any pupil or pupils who wish to conduct a meeting within that limited open forum on the basis of the religious, political, philosophical, or other content of the speech at the meeting. A public school has a limited open forum whenever the school grants an offering to or opportunity for one or more noncurriculum-related student groups to meet on school premises during noninstructional time.
(This section of the Code was added by Public Act 289 of 1995 and will take effect on July 1, 1996.)
