The bill would amend the Revised School Code to revise the process for approving an intermediate school district’s (ISD’s) area vocational-technical education program.
Under the code, an ISD may establish and operate an area vocational-technical education program, including the levying of a limited millage, if approved by a majority of the intermediate school electors voting on the question. An intermediate school board in which an area vocational- technical education program has been established may operate a program or may contract with local school districts or with community colleges for the operation of the programs or with a private degree-granting postsecondary institution, if the ISD is not within a community college district and if there existed on or before July 1, 1992, a written agreement for a program’s operation. Area vocational-technical programs operated by an ISD must by approved by majority vote of the representatives of the ISD’s constituent districts at an annual budget meeting held on or before March 1. Under the bill, the programs would have to be submitted for review of the representatives of the constituent districts at an annual budget review meeting held on or before June 1.
