House Joint Resolution A would amend Article 4, Section 12 of the State Constitution to provide that the salaries and expense allowances determined by the State Officers Compensation Commission (SOCC) could take effect only if a majority of the members of each house of the Legislature voted to approve the Commission’s determination; make the salary and expense determinations, if approved, effect for the legislative session immediately following the next general election; and require that the salary and expense determinations include determinations for the office of Attorney General and Secretary of State. House Joint Resolution H would have to be submitted to the voters at the next general election; if approved, the resolution would apply beginning January 1, 1998.
Currently, Article 4, Section 12 requires the SOCC to determine the salaries and expense allowances of the members of the Legislature, the governor, lieutenant governor, and the justices of the Supreme Court. The seven-member Commission is appointed by the Governor. The SOCC’s determinations automatically take effect unless two-thirds of the members of each house of the Legislature vote to reject the determinations.
Currently, the SOCC must meet each two years for no more than 15 days. The resolution provides that the SOCC would have to meet each two years for no more than 15 days, unless otherwise provided by the Legislature.
