The joint resolution proposes an amendment to Article I of the State Constitution of 1963, which specifies the rights of Michigan citizens concerning such issues as jury trials, libel and public assembly, to provide that the rights of parents to direct the upbringing and education of their children could not be infringed. The joint resolution specifies that this provision could not be construed to affect a law proscribing abuse or neglect. The Legislature could provide by law for the enforcement of this provision.
The joint resolution would have to be submitted to the electorate of the State at the next general election.

This bill would have no fiscal impact on State or local government. Currently, the costs of educating children in public schools are paid by the State. Costs for educating children at private schools are paid by the parents of such children and other private entities. This would not change with the adoption of this resolution. Also, provided that certain guidelines are met, parents are currently allowed to home school their children. This also would not be affected by the adoption of this resolution.
