SUMMARY OF SENATE JOINT RESOLUTION R as introduced 9-27-95:

 

The joint resolution proposes an amendment to Article VIII, Section 3 of the State Constitution of 1963, which vests in the State Board of Education general supervision over all public education and requires the Board to appoint a Superintendent of Public Instruction, to specify that beginning January 1, 1997, the Governor, by and with the advice and consent of the Senate, would be required to appoint a Superintendent of Public Instruction, whose term of office would be determined by the Governor.

 

The State Board would be able to appoint a State Superintendent only until January 1, 1997. The term of office of a State Superintendent appointed by the Board could not continue beyond December 31, 1996.

 

The joint resolution would have to be submitted to the electorate of the State at the next general election.
