ADDENDUM TO SENATE FISCAL AGENCY ANALYSIS OF SB 1096 DATED 6-11-98:


HOUSE COMMITTEE ACTION:


The House Tax Policy Committee reported a Substitute H-2 version of the bill that differs from the Senate-passed version in two ways. First, the new section that the bill would create would be designated 9g rather than 9f to avoid conflict with other legislation in process. Second, the bill as passed the Senate applies to an area designated as a rural enterprise community under federal law, whereas the House substitute makes the bill apply to an area designated as a rural enterprise community under federal law as of the effective date of the bill (and, presumably, not a community that later qualifies).


POSITIONS:


Letters of support were distributed to the House Tax Policy Committee from the superintendent of Baldwin Community Schools, the executive director of the lead administrative agency for the Lake County Enterprise Community, and the Township of Yates. (9-16-98)


Michigan Consolidated Gas has indicated support for the bill. (9-16-98)


The Department of Treasury is opposed to the bill. (9-16-98)
