A SUMMARY OF HOUSE BILL 5701 AS INTRODUCED 3-17-98


House Bill 5701 would amend the State School Aid Act to increase the school aid fund for fiscal year 1998-99 by $1,250,000 (from $9,036,198,400 to $9,037,448,400). Under the bill, those funds would be available for certain districts to open an extended school day program for three hours each school day. School districts eligible for the funding would be those located in cities with a population greater than 100,000, or in which at least 75 percent of the pupils in membership met the income eligibility criteria for free breakfast, lunch, or milk in the immediately preceding state fiscal year. The funds would be distributed to eligible districts on a prorated basis, using the total number of pupils per district as the basis for the proration. During the extra three hours per school day, a district could use the funds for one or more nonathletic programs, including academic games, computer literacy, peer mediation, conflict resolution, tutorials, or literacy programs.
