A SUMMARY OF HOUSE BILL 6279 AS INTRODUCED 11-5-98


House Bill 6279 would amend the Michigan Vehicle Code to require driving practice and driver's training, in order to get a temporary instruction permit. Specifically, the bill would allow the secretary of state to issue a temporary instruction permit to a person 18 years of age or older, if the person makes application for the permit and certifies in writing to have accumulated (1) a total of at least six hours of behind-the-wheel training on public streets and highways, and (2) a total of at least 15 hours of classroom instruction similar to segments one and two of the state's approved driver education course. The bill would specify that requirement (1) would not apply to a person who had been licensed in another state or country for a year or more immediately before applying for a license. The bill also would prohibit the secretary of state from issuing an operator or chauffeur license to a person who is 18 years of age or older who had not been previously licensed in Michigan or elsewhere, until 60 days after he or she had obtained a temporary instruction permit. Currently the law requires a 30-day wait.
