S.B. 104: COMMITTEE SUMMARY - RPN: PRESCRIBER

Senate Bill 104 (as introduced 2-4-97)

Sponsor: Senator John J.H. Schwarz, M.D.

Committee: Health Policy and Senior Citizens

Date Completed: 11-18-97

CONTENT

The bill would amend the Public Health Code to add "licensed registered professional nurse with specialty certification" to the list of health professionals who are considered "prescribers".

Under the Code, the authority to prescribe drugs or devices is limited to a prescriber. Currently, a prescriber includes a licensed dentist, doctor of medicine, doctor of osteopathic medicine and surgery, doctor of podiatric medicine and surgery, optometrist certified to administer and prescribe therapeutic pharmaceutical agents, veterinarian, or other licensed health professional acting under the delegation of a licensed doctor of medicine or doctor of osteopathic medicine and surgery.

FISCAL IMPACT

The bill would have no fiscal impact on State or local government. If one assumes that a patient actually needs a given prescription, then the "type" of prescriber has no effect on overall costs.
