HMO: OB-GYN ACCESS - S.B. 153 (S-2): FLOOR ANALYSIS

Senate Bill 153 (Substitute S-2 as reported)

Sponsor: Senator Leon Stille

Committee: Health Policy and Senior Citizens

CONTENT

The bill would amend the Public Health Code to provide that a health maintenance organization (HMO) that required an enrollee to designate a participating primary care provider would have to permit a female enrollee to have access to an obstetrician-gynecologist (OB-GYN) for annual well-woman examinations and routine obstetrical and gynecologic services. An HMO could not require prior authorization or referral for access under the bill to an OB-GYN who was affiliated with the HMO, but could require prior authorization or referral for access to a nonaffiliated OB-GYN.

The bill would take effect on October 1, 1998.

Proposed MCL 333.21053d - Legislative Analyst: P. Affholter
