CONTENT


The bill would provide FY 1996-97 appropriations for Capital Outlay and the Department of Military and Veteran's Affairs; spending authority language for the Casino Gaming Board within the Department of Treasury; and FY 1997-98 appropriations for the Department of Natural Resources Trust Fund. The bill would do the following:


-- Authorize the purchase of an airplane hangar building at the Grand Ledge Abrams Municipal Airport for $750,000 in Federal funds for the purpose of providing storage for aircraft assigned to Michigan National Guard units stationed there.

-- Authorize the expenditure of $2.4 million in General Fund money by the Department of Military and Veteran's Affairs to cover a court judgment against the State that requires the Department to pay a per diem of $2 to all guards who underwent training at Camp Grayling since 1988.

-- Include boilerplate language that would permit the expenditure of General Fund/General Purpose funds by the Casino Gaming Board until such time as revenue from casino licensees is received. Casino revenues would have to be used to repay the General Fund any expenditure made, with interest.

-- Provide for "Round I" appropriations from the Natural Resources Trust Fund for 13 land acquisitions and 17 development projects totaling $13.1 million. This appropriation includes $2.6 million for the final payment of mineral rights associated with the Nordhouse Dunes Wilderness Area settlement. FISCAL IMPACT


The bill would appropriate for expenditure a total of $16,235,200, which includes $13,085,200 in Michigan Natural Resources Trust Fund money, $750,000 in Federal funds, and $2,400,000 in General Funds.
