DEVELOPMENT SITE REQUIREMENTS - S.B. 345 (S-2): FLOOR ANALYSIS

CONTENT
The bill would amend the Land Division Act to exempt development sites from water and sewer requirements for purposes of a municipality's approving a proposed division and compliance with State rules. The bill also would require that for each resulting parcel that was a development site, information would have to be filed on whether the parcel was served by public sewer or water. If the parcel were not served by public water or sewer, the filing would have to include information concerning the soil conditions for on-site sewage disposal and the adequacy of an on-site water supply. In addition, the bill would permit a city, county, or district health department to establish fees for the actual costs related to the evaluation of a parcel's on-site water supply and for review of a proposed division.

FISCAL IMPACT
This bill would allow local units to adopt fees to cover the actual reasonable costs of providing the specified services.
