CONTENT


The bill would amend the Management and Budget Act to provide that the Department of Management and Budget could not do either of the following:


-- Require a person who bid on or was awarded a State contract to have an affirmative action plan in place unless there was a finding of discrimination against that person by a State agency or court.

-- Give preference to a business when reviewing bids or awarding contracts because an affirmative action plan existed or did not exist.
