CONTENT


The bill would amend the Michigan Vehicle Code to require a person who possessed a chauffeur's license for the operation of a limousine to display his or her license upon demand of any person who wanted to engage the services of the limousine.


The Secretary of State would be required to establish a toll-free telephone line that a person could use to verify the validity of a chauffeur's license displayed by a driver of a limousine.


(The Code requires a licensee to have in his or her immediate possession at all times an operator's or chauffeur's license, or a receipt for the license issued by a court if the person was accused of a misdemeanor or ordinance violation and was required to surrender his or her license. The Code also requires a licensee to display the license or receipt upon the demand of any police officer.)

FISCAL IMPACT


There would be additional administrative costs incurred with the possible addition of staff to respond to phone inquiries. There also would be a cost incurred for the purchase of a toll-free number. The amount of staff hired would depend on the volume of inquiries received. The cost of a toll-free number would depend upon the number of people who called. Therefore, the fiscal impact is indeterminate.
