S.B. 871: COMMITTEE SUMMARY - YOUTH WORK PERMITS

Senate Bill 871 (as introduced 2-10-98)

Sponsor: Senator Joanne G. Emmons

Committee: Education

Date Completed: 2-25-98

CONTENT

The bill would amend the Youth Employment Standards Act to include in the documents that must be filed, examined, and approved before a work permit is issued to a minor, verification that the minor had not had repeated, erratic, or unexcused absences from school during the academic year immediately preceding the minor's application for a work permit.

FISCAL IMPACT

The bill would have an indeterminate fiscal impact on State and local government. Provisions of this bill may contain a mandated cost on local units of government pursuant to Section 29 of Article IX of the State Constitution of 1963. The proposed requirement to check attendance records prior to issuing a work permit could be regarded as an expansion of a State-mandated program and thus require State funding of the necessary cost of the program. The additional cost, however, of examining, approving, and filing school attendance verifications would likely be minimal.
