FINGERPRINT ASSISTANCE RECIPIENTS - S.B. 957 (S-1): FLOOR ANALYSIS

Senate Bill 957 (Substitute S-1 as reported)

Sponsor: Senator Dale L. Shugars

Committee: Families, Mental Health and Human Services

CONTENT

The bill would amend the Social Welfare Act to require the Family Independence Agency to implement a system of finger imaging for individuals applying for cash assistance. The finger imaging would have to be used to reduce the incidence of fraud.

Proposed MCL 400.10c - Legislative Analyst: P. Affholter

FISCAL IMPACT

The bill would have an indeterminate fiscal impact on State government. It appears that local law enforcement agencies could do the fingerprinting and that costs for the service vary among the agencies within the State. In the event the Family Independence Agency contracted with private agencies to perform this service or otherwise picked up the total cost for the service, the bill would have no fiscal impact on local government.
