S.B. 957: COMMITTEE SUMMARY - FINGERPRINT ASSISTANCE RECIPIENTS

Senate Bill 957 (as introduced 3-3-98)

Sponsor: Senator Dale L. Shugars

Committee: Families, Mental Health and Human Services

Date Completed: 3-4-98

CONTENT

The bill would amend the Social Welfare Act to provide that an individual applying for cash assistance would have to be fingerprinted as part of the application process, in order to be eligible for cash assistance under the Act. The Family Independence Agency would have to retain the original fingerprints and send a copy to the local police and the Department of State Police.

Proposed MCL 400.10c - Legislative Analyst: S. Lowe

FISCAL IMPACT

The bill would have an indeterminate fiscal impact on State government. It appears that local law enforcement agencies could do the fingerprinting and that costs for the service vary among the agencies within the State. In the event the Family Independence Agency contracted with private agencies to perform this service or otherwise picked up the total cost for the service, the bill would have no fiscal impact on local government.
