Senate Bill 1084 (as introduced 4-23-98)

Sponsor: Senator Leon Stille

Committee: Health Policy and Senior Citizens

Date Completed: 4-27-98

CONTENT

The bill would amend the Third Party Administrator (TPA) Act to prohibit a TPA from entering into a service contract to administer a plan that required a covered individual to designate a participating primary care provider, and provided for annual well-woman examinations and routine obstetrical and gynecologic (OB-GYN) services, unless the plan:

-- Permitted a female covered individual to have access to an OB-GYN for annual well-woman examinations and routine OB-GYN services.

-- Did not require prior authorization or referral for access to an OB-GYN who participated with the plan. This would not prohibit a plan from requiring authorization or referral for access to a nonparticipating OB-GYN.

The bill would take effect October 1, 1998.
