The bill would amend Public Act 42 of 1963, which provides for the submission of accounts to the Legislature by State-supported higher education institutions, to require the governing board of each institution of higher education to compile a report that estimated the average total cost for a student to complete a program for a bachelor's, master's, or doctorate degree. The report would have to be submitted by December 1 of each year to the Senate and House Appropriations Committees, Higher Education Appropriations Subcommittees, and Fiscal Agencies.

"Institution of higher education" would mean a college or university described in Section 4, 5, or 6 of Article VIII of the State Constitution.)
