CONTENT


The bill would amend the Social Welfare Act to delete the mandatory increase for the adoption subsidy payment that reflects any increase made in the foster care rate.

FISCAL IMPACT


The bill would have a fiscal impact on State government. For the past two years, funds were added to the Family Independence Agency annual appropriation to increase the rate of payment for families who adopt difficult-to-place State children. In the FY 1996-97 budget, an increase of $3,527,900 Gross, $1,539,200 GF/GP was associated with the foster care rate increase included in that appropriation. Likewise, in FY 1997-98, $1,000,000 Gross, $700,000 GF/GP was added based on the current statute. The saving to the State in the FY 1998-99 recommendation would be $3,630,000 Gross, $1,815,000 if the bill were in effect at this time.
