CONFERENCE CENTER LIQUOR LICENSES - H.B. 4520 (S-1): FLOOR ANALYSIS

House Bill 4520 (Substitute S-1 as reported)

Sponsor: Representative Bob Emerson

House Committee: Regulatory Affairs

Senate Committee: Economic Development, International Trade and Regulatory Affairs

CONTENT

The bill would amend the Michigan Liquor Control Act to add the Marie Prahl College Center at Mott Community College and the Superior Dome at Northern Michigan University to the Act's list of conference centers that are eligible to receive an on-premises liquor license.

Generally, the Act restricts the issuance of liquor licenses for on-premises consumption to one license per 1,500 of population. The Act allows the Liquor Control Commission, however, to issue to the governing board of a college or university, without regard to the Act's quota provision, a license to sell liquor for consumption on the premises of a conference center operated by the governing board. Licenses granted under this provision may be used only for the sale of liquor at regularly scheduled conference center activities, and the sale of liquor to unscheduled patrons or at unscheduled events is prohibited. The Act lists specific college and university conference centers to which the provision applies.
