ACCESS TO OB-GYN SERVICES - H.B. 4779 (S-1): FLOOR ANALYSIS
House Bill 4779 (Substitute S-1 as reported)
Sponsor: Representative Rose Bogardus
House Committee: Health Policy
Senate Committee: Health Policy and Senior Citizens
CONTENT
The bill would amend the Public Health Code to require health maintenance organizations (HMOs) to permit female enrollees to have access to an obstetrician-gynecologist (ob-gyn) for annual well-woman examinations and routine obstetrical and gynecologic services, if an enrollee were required to designate a participating primary care provider.
An HMO could not require prior authorization or referral for access to an ob-gyn who was affiliated with the HMO or who was participating with the insurer. An HMO could, however, require prior authorization or referral for access to a nonaffiliated ob-gyn. In addition, an HMO would have to include a description of the coverage in a communication sent to the individual or group purchaser of coverage.
