PROHIBIT HUMAN CLONING - H.B. 4846 (S-1): FLOOR ANALYSIS

CONTENT
The bill would amend the Public Health Code to prohibit an individual, or a health profession licensee or registrant, from engaging in or attempting to engage in human cloning. An individual, licensee, or registrant who violated the prohibition would be subject to a civil fine of $10 million; a fine collected under the bill would have to be distributed in the same manner as penal fines are distributed.
The bill would require a health profession disciplinary subcommittee to revoke the license or registration of a health professional who violated the prohibition. A person whose license or registration was revoked could not apply for reinstatement for at least five years after the date of revocation.
The bill would not prohibit scientific research or cell-based therapies not specifically prohibited by the bill.
The bill specifies that it would not give a person a private right of action.
The bill is tie-barred to Senate Bill 864 and House Bills 4962 and 5475.
