CONTENT
The bill would amend the Michigan Penal Code to prohibit an individual from intentionally engaging in or attempting to engage in human cloning. An individual who violated this provision would be guilty of a felony, punishable by imprisonment for up to 10 years or a fine of up to $10 million or both.
The bill would not prohibit scientific research or cell-based therapies not specifically prohibited by the bill.
The bill is tie-barred to Senate Bill 864, House Bill 4846, and House Bill 5475.

FISCAL IMPACT
House Bill 4962 (S-1) would have an indeterminate fiscal impact on State and local government.
The bill would create a felony with a penalty of 10 years' maximum prison sentence, a fine, or both for human cloning or attempting to clone. There are no data at this time that would indicate how many people could be convicted of this new felony or the length of sentence that would be imposed. Therefore, the fiscal impact to the State is indeterminate.
