        A bill to amend 1984 PA 35, entitled

   "Public assistance home repair, weatherization, and shutoff pro-
   tection act,"

   by amending section 13 (MCL 400.1163).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 13.  A legislative oversight committee is created.  The

 2    committee shall consist of 3 members of the house of representa-

 3    tives appointed by the speaker of the house of representatives

 4    and 3 members of the senate appointed by the majority leader of

 5    the senate.  The committee shall report to the legislature at

 6    intervals of 2 years each on the costs and benefits of the

 7    Michigan residential conservation services program, residential

 8    conservation programs provided for in section  6c of Act No. 3 of

 9     the Public Acts of 1939  3303 OF THE MICHIGAN UTILITY CODE, 1939

10    PA 3, MCL 460.3303, the weatherization analysis provided for in

 1    this act, and residential conservation programs authorized by

 2    order of the Michigan public service commission and existing on

 3    the effective date of this act,  which  THAT are funded by util-

 4    ity surcharges.  The report shall make recommendations to the

 5    legislature as to whether the costs and benefits of programs war-

 6    rant continuation or modification.

 7         Enacting section 1.  This amendatory act does not take

 8    effect unless Senate Bill No. _____ or House Bill No. _____

 9    (request no. 00135'97) of the 89th Legislature is enacted into

10    law.
