        A bill to provide that certain state legislative documents

   are made available to the public.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 1.  This act shall be known and may be cited as the

 2    "sunshine in legislation act".

 3         Sec. 2.  Every amendment or substitute voted upon by a leg-

 4    islative committee of this state or either house of the legisla-

 5    ture is public information and shall be made available to the

 6    public during the legislative session in which the amendment or

 7    substitute was offered.

 8         Sec. 3.  Not later than 1 year after the effective date of

 9    this act, the legislative council shall develop recommendations

10    concerning the establishment of and public access to bill files

11    that shall contain all of the following:

 1         (a) A copy of the bill as introduced in either house of the

 2    legislature.

 3         (b) A copy of each amendment or substitute voted upon by a

 4    legislative committee of this state or either house of the legis-

 5    lature, and the vote total for each vote.

 6         (c) A copy of each legislative analysis of the bill distrib-

 7    uted generally to legislators by the house legislative analysis

 8    section, the senate fiscal agency, or any other department or

 9    agency of the legislature.

10         (d) A copy of the enrolled bill.

11         (e) A copy of any other information or materials the legis-

12    lative council finds useful for research of legislative history.
