        A bill to amend 1965 PA 233, entitled

   "An act to regulate the production, transportation, handling,
   processing, delivery, and sale of grade A milk and milk products;
   to define grade A milk and milk products and to establish stan-
   dards and requirements for grade A milk and milk products; to
   provide for licenses and producer permits and revocation of
   licenses and producer permits; to impose certain fees; to require
   certain security arrangements of milk plants to ensure the prompt
   payment of producers; to prescribe the powers and duties of cer-
   tain state departments and officers; to provide for certain milk
   containers and set standards for certain milk containers; to pro-
   vide for uniform standards and uniform inspection; to provide for
   certain remedies and penalties; to provide for the transfer of
   personnel and the rights of transferred personnel; and to repeal
   certain acts and parts of acts,"

   (MCL 288.21 to 288.29a) by amending the title, as amended by 1993

   PA 5, and by adding section 1b.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1                                  TITLE

 2         An act to regulate the production, transportation, handling,

 3    processing, delivery, and sale of grade A milk and milk products;

 1    to define grade A milk and milk products and to establish

 2    standards and requirements for grade A milk and milk products; to

 3    provide for licenses and producer permits and revocation of

 4    licenses and producer permits; to impose certain fees; to require

 5    certain security arrangements of milk plants to ensure the prompt

 6    payment of producers; to prescribe the powers and duties of cer-

 7    tain state departments and officers; to provide for certain milk

 8    containers and set standards for certain milk containers; to pro-

 9    vide for uniform standards and uniform inspection; TO PROVIDE FOR

10    THE LABELING OF MILK AND MILK PRODUCTS; to provide for certain

11    remedies and penalties; to provide for the transfer of personnel

12    and the rights of transferred personnel; and to repeal  certain 

13    acts and parts of acts.

14         SEC. 1B.  (1) A PERSON WHO SELLS GRADE A MILK OR A GRADE A

15    MILK PRODUCT DERIVED FROM A COW NOT TREATED WITH RBST MAY LABEL

16    THAT MILK OR MILK PRODUCT WITH A CONSPICUOUS NOTICE IN SUBSTAN-

17    TIALLY THE FOLLOWING FORM:

18         "THIS PRODUCT WAS DERIVED FROM COWS NOT TREATED WITH RBST.

19    RBST IS RECOMBINANT BOVINE SOMATOTROPIN, A RECOMBINANT BOVINE

20    GROWTH HORMONE USED WITH LACTATING DAIRY COWS TO INCREASE MILK

21    PRODUCTION.  NO SIGNIFICANT DIFFERENCE HAS BEEN SHOWN BETWEEN

22    MILK DERIVED FROM RBST-TREATED AND NON-RBST-TREATED COWS.".

23         (2) AS USED IN THIS SECTION, "RBST" MEANS RECOMBINANT BOVINE

24    SOMATOTROPIN, A RECOMBINANT BOVINE GROWTH HORMONE USED WITH A

25    LACTATING DAIRY COW TO INCREASE MILK PRODUCTION.
