        A bill to amend 1967 PA 150, entitled

   "Michigan military act,"

   by amending section 382 (MCL 32.782), as amended by 1992 PA 307.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 382.  (1) The state military board may dispose of

 2    Michigan national guard armories, facilities, or lands under the

 3    jurisdiction of the state military establishment if, in the state

 4    military board's judgment, the armory, facility, or land is obso-

 5    lete, inadequate, unusable, or no longer is required for Michigan

 6    national guard purposes.

 7         (2) The disposal shall be by sale OR INSTALLMENT SALE for

 8    fair market value or by exchange at fair market value for other

 9    lands owned by private persons or entities, local units of

10    government, or the federal government.  (2) Disposal of

11     armories, facilities, or land under this section shall be in

 1    accordance with policies established by the state military board

 2     and in accordance with  THE DISPOSAL MAY BE BY SEALED BID, AUC-

 3    TION, OR NEGOTIATED SALE, SUBJECT TO procedures established by

 4    the department of management and budget.  Each disposal action

 5    also shall be subject to approval by the state administrative

 6    board.

 7         (3) Not later than July 31  , 1993, and July 31  of each

 8    year,  thereafter,  the department of military AND VETERAN

 9    affairs shall report to the standing committees of the Senate and

10    House of Representatives that are responsible for legislation

11    concerning military affairs, and to the senate and house appro-

12    priations committees, as to the actions taken by the department

13    under this section during the preceding reporting period.
