A bill to amend 1984 PA 431, entitled "The management and budget act," by amending section 367b (MCL 18.1367b), as added by 1991 PA 72. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 367b. (1) A revenue CONSENSUS estimating conference 2 shall be held in the second week of January and in the last week 3 in May of each year, and as otherwise provided in this act. 4 (2) The principals of the conference shall be the director 5 of the department of management and budget, the director of the 6 senate fiscal agency, and the director of the house fiscal 7 agency, or their respective designees. 8 (3) The conference shall establish an official economic 9 forecast of major variables of the national and state economies. 10 The conference shall also establish a forecast of anticipated 00131'97 JLB 2 1 state revenues AND OTHER FACTORS as the conference determines 2 including AT LEAST ALL OF the following: 3 (a) State income tax collections. 4 (b) State sales tax collections. 5 (c) Single business tax collections. 6 (d) Total general fund/general purpose revenues. 7 (e) Lottery transfers to the school aid fund. 8 (f) Total school aid fund revenues. 9 (G) REVENUES NEEDED FOR MEDICAID EXPENDITURES INCLUDING 10 ESTIMATES OF CASELOADS, UTILIZATION, AND INFLATION. 11 (H) REVENUES NEEDED FOR FAMILY INDEPENDENCE ASSISTANCE 12 EXPENDITURES INCLUDING AN ESTIMATE OF CASELOADS. 13 (I) STATE PRISON POPULATION PROJECTIONS. 14 (J) PUPIL MEMBERSHIP FACTOR, REVENUE ADJUSTMENT FACTOR, AND 15 INDEX DESCRIBED IN SECTION 20 OF THE STATE SCHOOL AID ACT OF 16 1979, 1979 PA 94, MCL 388.1620. 17 (4) The conference's official forecast of economic and reve- 18 nue variables AND OTHER FACTORS shall be determined by consensus 19 among the principals. 20 (5) The forecasts required by this section shall be for the 21 fiscal year in which the conference is being held and the ensuing 22 fiscal year. 23 (6) The official conference forecast shall be based upon the 24 assumption that the current law, and current administrative 25 procedures, AND CURRENT LEVEL OF SERVICES will remain in effect 26 for the forecast period. 00131'97 Final page.
