   "The management and budget act,"

   (MCL 18.1101 to 18.1594) by adding section 274.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         SEC. 274.  A STATE AGENCY SHALL NOT MAKE AN EXPENDITURE FOR

 2    A COMMUNICATION ON A SUBJECT OR ISSUE IF THE COMMUNICATION SUP-

 3    PORTS OR OPPOSES A BALLOT QUESTION OR CANDIDATE BY NAME OR CLEAR

 4    INFERENCE.
