        A bill to amend 1935 PA 78, entitled

   "An act to establish and provide a board of civil service commis-
   sioners in cities, villages, and municipalities having full-time
   paid members in the fire or police departments, or both; to pro-
   vide a civil service system based upon examination and investiga-
   tion as to merit, efficiency, and fitness for appointment,
   employment, and promotion of all full-time paid members appointed
   in the fire and police departments and respective cities, vil-
   lages, and municipalities; to regulate the transfer, reinstate-
   ment, suspension, and discharge of officers, fire fighters, and
   police officers; and to repeal certain acts and parts of acts,"

   (MCL 38.501 to 38.518) by amending the title, as amended by 1986

   PA 155, and by adding section 17b.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1                                  TITLE

 2         An act to establish and provide a board of civil service

 3    commissioners in cities, villages, and municipalities having

 4    full-time paid members in the fire or police departments, or

 5    both; to provide a civil service system based upon examination

 1    and investigation as to merit, efficiency, and fitness for

 2    appointment, employment, and promotion of all full-time paid mem-

 3    bers appointed in the fire and police departments and respective

 4    cities, villages, and municipalities; to regulate the transfer,

 5    reinstatement, suspension, and discharge of officers, fire fight-

 6    ers, and police officers; TO PRESCRIBE PENALTIES AND PROVIDE

 7    REMEDIES; and to repeal  certain  acts and parts of acts.

 8         SEC. 17B.  A PETITION UNDER SECTION 17A, INCLUDING THE CIR-

 9    CULATION AND SIGNING OF THE PETITION, IS SUBJECT TO SECTION 488

10    OF THE MICHIGAN ELECTION LAW, 1954 PA 116, MCL 168.488.  A PERSON

11    WHO VIOLATES A PROVISION OF THE MICHIGAN ELECTION LAW, 1954 PA

12    116, MCL 168.1 TO 168.992, APPLICABLE TO A PETITION DESCRIBED IN

13    THIS SECTION IS SUBJECT TO THE PENALTIES PRESCRIBED FOR THAT VIO-

14    LATION IN THE MICHIGAN ELECTION LAW, 1954 PA 116, MCL 168.1 TO

15    168.992.

16         Enacting section 1.  This amendatory act does not take

17    effect unless Senate Bill No. _____ or House Bill No. _____

18    (request no. 02378'97) of the 89th Legislature is enacted into

19    law.
