HOUSE BILL No. 5177

        A bill to amend 1939 PA 147, entitled

   "An act to provide for the incorporation of the Huron-Clinton
   metropolitan authority; to permit the counties of Wayne,
   Washtenaw, Livingston, Oakland, and Macomb, or certain of such
   counties, to join in a metropolitan district for planning, pro-
   moting, and/or for acquiring, constructing, owning, developing,
   maintaining and operating, either within or without their limits,
   parks, connecting drives, and/or limited access highways; to pro-
   vide for the assessment, levy, collection and return of taxes
   therefor; to provide for the issuance of revenue bonds; to autho-
   rize condemnation proceedings; and to provide a referendum
   thereon,"

   (MCL 119.51 to 119.61) by amending the title and by adding sec-

   tion 12.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1                                  TITLE

 2         An act to provide for the incorporation of the Huron-Clinton

 3    metropolitan authority; to permit the counties of Wayne,

 4    Washtenaw, Livingston, Oakland, and Macomb, or certain of such

 5    counties, to join in a metropolitan district for planning  ,  OR

 1    promoting  , and/or  OR for acquiring, constructing, owning,

 2    developing, maintaining and operating, either within or without

 3    their limits, parks, connecting drives,  and/or  OR limited

 4    access highways, OR ANY COMBINATION OF THESE ACTIVITIES; to pro-

 5    vide for the assessment, levy, collection and return of taxes

 6    therefor; to provide for the issuance of revenue bonds; to autho-

 7    rize condemnation proceedings;  and  to provide a referendum

 8    thereon; AND TO PRESCRIBE PENALTIES AND PROVIDE REMEDIES.

 9         SEC. 12.  A PETITION UNDER SECTION 11, INCLUDING THE CIRCU-

10    LATION AND SIGNING OF THE PETITION, IS SUBJECT TO SECTION 488 OF

11    THE MICHIGAN ELECTION LAW, 1954 PA 116, MCL 168.488.  A PERSON

12    WHO VIOLATES A PROVISION OF THE MICHIGAN ELECTION LAW, 1954 PA

13    116, MCL 168.1 TO 168.992, APPLICABLE TO A PETITION DESCRIBED IN

14    THIS SECTION IS SUBJECT TO THE PENALTIES PRESCRIBED FOR THAT VIO-

15    LATION IN THE MICHIGAN ELECTION LAW, 1954 PA 116, MCL 168.1 TO

16    168.992.

17         Enacting section 1.  This amendatory act does not take

18    effect unless Senate Bill No. _____ or House Bill No. _____

19    (request no. 02378'97) of the 89th Legislature is enacted into

20    law.
