HOUSE BILL No. 5233 October 7, 1997, Introduced by Reps. Agee, Schauer, Bogardus, Kilpatrick, Dalman, LeTarte, Jelinek, Gire, Callahan, Martinez, Kaza, LaForge, Cherry, Goschka, Schermesser, Brackenridge, London, Bodem, Oxender, Hale, Wojno, Hammerstrom, Hanley, Byl, Sikkema, Scranton and Raczkowski and referred to the Committee on Education. A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1277 (MCL 380.1277), as amended by 1995 PA 289. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 1277. (1) Considering criteria established by the 2 state board, in addition to the requirements specified in section 3 1280 for accreditation under that section, if the board of a 4 school district wants all of the schools of the school district 5 to be accredited under section 1280, the board shall adopt and 6 implement and, not later than September 1 each year, shall make 7 available to the department a copy of a 3- to 5-year school 8 improvement plan and continuing school improvement process for 9 each school within the school district. The school improvement 10 plans shall include, but are not limited to, a mission statement, 04585'97 TAV 2 1 goals based on student academic objectives for all students, 2 curriculum alignment corresponding with those goals, evaluation 3 processes, staff development, development and utilization of com- 4 munity resources and volunteers, the role of adult and community 5 education, libraries and community colleges in the learning com- 6 munity, and building level decision making. School board mem- 7 bers, school building administrators, teachers and other school 8 employees, pupils, parents of pupils attending that school, and 9 other residents of the school district shall be invited and 10 allowed to voluntarily participate in the planning, development, 11 implementation, and evaluation of the district's school improve- 12 ment plans. Upon request of the board of a school district, the 13 department and the intermediate school district shall assist the 14 school district in the development and implementation of district 15 school improvement plans. Educational organizations may also 16 provide assistance for these purposes. School improvement plans 17 described in this section shall be updated annually by each 18 school and by the board of the school district. 19 (2)Not later than April 1, 1994, the state board shall20revise its existing criteria for school improvement plans to21ensure that schoolSCHOOL improvement plans SHALL include at 22 least all of the following additional matters: 23 (a) Identification of the adult roles for which graduates 24 need to be prepared. 25 (b) Identification of the education and skills that are 26 needed to allow graduates to fulfill those adult roles. 04585'97 3 1 (c) A determination of whether or not the existing school 2 curriculum is providing pupils with the education and skills 3 needed to fulfill those adult roles. THE RESULTS ACHIEVED BY 4 PUPILS ON THE MICHIGAN EDUCATIONAL ASSESSMENT PROGRAM (MEAP) 5 TESTS AND ON THE ASSESSMENTS USED FOR STATE ENDORSEMENT UNDER 6 SECTION 1279 SHALL BE CONSIDERED IN MAKING THIS DETERMINATION. 7 (d) Identification of changes that must be made in order to 8 provide graduates with the necessary education and skills and 9 specific recommendations for implementing those changes. 10 (e) Development of alternative measures of assessment that 11 will provide authentic assessment of pupils' achievements, 12 skills, and competencies. 13 (f) Methods for effective use of technology as a way of 14 improving learning and delivery of services and for integration 15 of evolving technology in the curriculum. 16 (g) Ways to make available in as many fields as practicable 17 opportunities for structured on-the-job learning, such as appren- 18 ticeships and internships, combined with classroom instruction. 19 (3) Each intermediate school board shall adopt and implement 20 and, not later than September 1 each year, shall make available 21 to the department a copy of a 3- to 5-year intermediate school 22 district school improvement plan and continuing school improve- 23 ment process for the intermediate school district. Constituent 24 and intermediate school board members, school building adminis- 25 trators, teachers and other school employees, pupils, parents of 26 pupils, and other residents of the intermediate school district 27 shall be invited and allowed to voluntarily participate in the 04585'97 4 1 planning, development, implementation, and evaluation of the 2 intermediate school district's school improvement plan. Upon 3 request of the intermediate school board, the department shall 4 assist the intermediate school district in the development and 5 implementation of an intermediate school district school improve- 6 ment plan. An intermediate school district school improvement 7 plan described in this section shall be updated annually by the 8 intermediate school board. An intermediate school district 9 school improvement plan shall include at least all of the 10 following: 11 (a) A plan for addressing classroom needs and improvements 12 throughout the territory of the intermediate school district 13 without regard to school district boundaries. 14 (b) Assurance that all pupils have reasonable access to all 15 programs offered by the intermediate school district, including, 16 but not limited to, transportation if necessary. 17 (c) A plan for delivery of effective and relevant profes- 18 sional development for teachers within the intermediate school 19 district that will lead to improved teaching and learning. 20 (d) Methods to assist school districts in integrating 21 applied academics and career and employability skills into all 22 curricular areas. 23 (e) Ways to make available in as many fields as practicable 24 opportunities for structured on-the-job learning, such as appren- 25 ticeships and internships, combined with classroom instruction. 26 (f) Coordination of services and service delivery with other 27 existing state and local human services agencies. 04585'97 5 1 (g) Long-range cost containment measures, including 2 additional services that might be provided at reduced costs by 3 the intermediate school district or through cooperative programs, 4 and cost reduction programs such as interdistrict cooperation in 5 special education and other programs and services. 6 (h) To the extent that it would improve school effective- 7 ness, specific recommendations on consolidation or enhanced 8 interdistrict cooperation, or both, along with possible sources 9 of revenue. 10 (i) Identification of the role of the intermediate school 11 district in providing services or assistance to local school 12 districts. 13 (4) The state board shall annually review a random sampling 14 of school improvement plans. Based on its review, the state 15 board shall annually submit a report on school improvement activ- 16 ities planned and accomplished by each of the school districts 17 and intermediate school districts that were part of the sampling 18 to the senate and house committees that have the responsibility 19 for education legislation. 04585'97 Final page.
