A bill to amend 1993 PA 159, entitled "An act to provide for the establishment of a base conversion authority; to prescribe the powers and duties of the base conver- sion authority; and to provide for conversion of certain bases to civilian uses," by amending section 3 (MCL 3.573); and to repeal acts and parts of acts. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 3. (1) The authority shall consist of 11 voting mem- 2 bers who shall be appointed by the governor, with the advice and 3 consent of the senate. The governor shall designate 1 of the 4 members to serve as chairperson. The directors of the department 5 of commerce, labor, natural resources, and transportation; the 6 Michigan jobs commission or its successor; the central Upper 7 Peninsula planning and developing regional commission (CUPPAD); 8 and the northern economic initiatives corporation (NEI Corp) 06103'98 JJG 2 1 shall serve as ex officio members without vote. The members 2 shall be as follows: 3 (a) One member who is chairperson of the county board of 4 commissioners of the county in which the base is located, or the 5 chairperson's designee. 6 (b) The township supervisor, or that person's designee, from 7 each township in which the land area of the base is located. 8 (c) One member who is a representative of a business, com- 9 merce, or economic development association operating in Alger, 10 Delta, Dickinson, Marquette, or Menominee county. 11 (d) One member who is a representative of a public utility 12 operating in Alger, Delta, Dickinson, Marquette, or Menominee 13 county. 14 (e) One member who is a representative of an employer with 15 more than 500 employees working in Alger, Delta, Dickinson, 16 Marquette, or Menominee county. 17 (f) One member who is a representative of an employer with 18 less than 500 employees working in Alger, Delta, Dickinson, 19 Marquette, or Menominee county. 20 (g) One member at large who is a resident of Alger, Delta, 21 Dickinson, Marquette, or Menominee county. 22 (h) One member who is a representative of organized labor. 23 (i) One member who is a resident of Delta county. 24 (2) The authority shall exist for 5 years, with 1 addi- 25 tional 5-year extension if authorized by concurrent resolution of 26 the state legislature UNTIL SEPTEMBER 13, 2003. 06103'98 3 1 (3) A member of the authority described in subsection (1)(a) 2 and OR (b) shall serve while the member holds the respective 3 office specified in that subsection. All other members shall 4 serve at the pleasure of the governor. A vacancy shall be filled 5 in the same manner as the original appointment. 6 (4) The authority shall hold an annual meeting each 7 January. Additional meetings may be conducted as are necessary. 8 At least 1 meeting a year shall be held on the base. At a meet- 9 ing of the authority a majority vote of all members appointed and 10 serving is necessary for a decision. Voting may be conducted by 11 telephonic communication. A quorum consists of a majority of the 12 members. 13 (5) The per diem compensation of the authority and the 14 schedule for reimbursement of expenses shall be established by 15 the legislature. 16 (6) The authority shall elect annually from its membership a 17 vice-chairperson, a secretary, and a treasurer. The authority 18 may employ experts, consultants, administrative staff, and other 19 personnel the authority considers necessary in the performance of 20 its responsibilities under this act. The authority may also 21 appoint subcommittees and task forces consisting of its own mem- 22 bers and other individuals appointed by the chairperson of the 23 authority. 24 Enacting section 1. 1993 PA 159, MCL 3.571 to 3.580, is 25 repealed effective September 13, 2003. 06103'98 Final page.
