A bill to establish the George Romney volunteerism fund in the department of treasury; to provide for the distribution of money from the fund; to prescribe the duties and powers of cer- tain agencies and officials; and to provide for appropriations. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 1. This act shall be known and may be cited as the 2 "George Romney volunteerism fund act". 3 Sec. 2. As used in this act: 4 (a) "Department" means the department of treasury. 5 (b) "Fund" means the George Romney volunteerism fund created 6 in section 3. 7 (c) "Volunteer center" means a volunteer center that is a 8 member of the coalition of volunteer centers in Michigan as 9 certified by the department. 06877'98 RJA 2 1 Sec. 3. (1) The George Romney volunteerism fund is created 2 in the department to provide funds to promote volunteerism and 3 provide funding for volunteer centers in this state. 4 (2) The state treasurer shall direct the investment of the 5 fund. 6 (3) Money in the fund at the close of the year shall remain 7 in the fund and shall not lapse to the general fund. 8 (4) The fund shall consist of all money credited to the fund 9 pursuant to section 438 of the income tax act of 1967, 1967 PA 10 281, MCL 206.438, any interest and earnings accruing from the 11 saving and investment of that money, grants, and other appropria- 12 tions, money, or things of value. 13 Sec. 4. The principal, interest, and earnings of the fund 14 shall be expended solely for the purposes described in this act. 15 Sec. 5. The money deposited into the fund each year, plus 16 the earnings credited to the fund during the immediately preced- 17 ing fiscal year, are available for distribution under this act 18 each year. 19 Sec. 6. Money granted or received as a gift or donation to 20 the fund is available for distribution upon appropriation. 21 Sec. 7. The department shall distribute the money in the 22 fund each year to volunteer centers in this state based on pro- 23 posals submitted by those volunteer centers pursuant to the pro- 24 posal process developed by the department. 25 Sec. 8. The money in the fund that is available for distri- 26 bution shall be appropriated each year. 06877'98 3 1 Enacting section 1.
