SENATE BILL NO. 799


  November 6, 1997, Introduced by Senator GEAKE and referred 
       to the Committee on Families, Mental Health and Human  Services.
     


        A bill to amend 1887 PA 128, entitled

   "An act establishing the minimum ages for contracting marriages,
   for the requiring of a civil license in order to marry, and the
   due registration of the same, and to provide a penalty for the
   violation of the provisions of the same,"

   by amending section 2 (MCL 551.102).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec.  2.  Blank forms for A marriage license and certificate

 2    and proper books of registration ruled for the items contained in

 3    the forms shall be prepared and furnished by the state registrar

 4    appointed by the director of  public  THE
             DEPARTMENT OF COMMUNITY

 5    health to the county clerks  of the counties  of
              the  THIS state

 6    in quantities needed.  The blank forms for A license and certifi-

 7    cate shall be made in duplicate and shall provide spaces for the

 8    entry of IDENTIFYING INFORMATION OF THE PARTIES, INCLUDING THEIR

 9    SOCIAL SECURITY NUMBERS, AND the items prescribed in rules

 1    promulgated by the director of  public  THE
             DEPARTMENT OF

 2    COMMUNITY health.  The state registrar shall furnish to ALL the

 3    county clerks  of the counties  of  the
              THIS state  ,  blank

 4    forms of AN affidavit  ,  containing the requisite
             allegations,

 5    under the laws of this state, of the competency of the parties to

 6    unite in the bonds of matrimony.  A party applying for A license

 7    to marry  ,  shall make and file the affidavit with
             the county

 8    clerk  ,  as a basis for issuing the license.  The
             affidavit,

 9    together with the license, shall be made a matter of record

10     which  AND shall be transmitted to the department
             of  public 

11    COMMUNITY health in the manner prescribed by the director of

12     public  THE DEPARTMENT OF COMMUNITY health.
