A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 43517 and 43520 (MCL 324.43517 and 324.43520), as added by 1995 PA 57. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 43517. A parent or legal guardian of a minor child 2 shall not permit or allow the minor child to hunt under the 3 authority of a license issued pursuant to this part on land upon 4 which the parent or guardian is not regularly domiciled without 5 being accompanied by the A parent or guardian or another person 6 authorized by the parent or guardian who is 17 years of age or 7 older . IF EITHER OF THE FOLLOWING APPLIES: 8 (A) THE MINOR CHILD IS HUNTING ON LAND UPON WHICH NEITHER A 9 PARENT NOR A GUARDIAN OF THE MINOR CHILD IS REGULARLY DOMICILED. 02235'97 TMV 2 1 (B) THE LICENSE IS A LICENSE TO HUNT DEER WITH A FIREARM, 2 AND THE MINOR CHILD IS LESS THAN 14 YEARS OF AGE. 3 Sec. 43520. (1) Subject to other requirements of this part, 4 the department may issue a hunting license to a minor child 5 subject to both of the following conditions: 6 (a) On application of a parent or legal guardian of the 7 minor child, if the minor child , when hunting on lands upon 8 which the minor child's parents are not regularly domiciled, is 9 WILL BE accompanied by the A parent or guardian or another 10 person authorized by the A parent or guardian who is 17 years 11 of age or older . IF EITHER OF THE FOLLOWING APPLIES: 12 (i) THE MINOR CHILD IS HUNTING ON LAND UPON WHICH NEITHER A 13 PARENT NOR A GUARDIAN OF THE MINOR CHILD IS REGULARLY DOMICILED. 14 (ii) THE LICENSE IS A LICENSE TO HUNT DEER WITH A FIREARM, 15 AND THE MINOR CHILD IS LESS THAN 14 YEARS OF AGE. 16 (b) Payment of the license fee. 17 (2) A license to hunt deer, bear , or elk with a firearm 18 shall not be issued to a person who is less than 14 years of 19 age. 20 (3) A license to hunt shall not be issued to a person who is 21 less than 12 years of age. 22 (4) A person authorized to sell hunting licenses shall not 23 issue a hunting license to a person born after January 1, 1960, 24 unless the person presents proof of previous hunting experience 25 in the form of a hunting license issued by this state, another 26 state, a province of Canada, or another country or a 27 certification of completion of training in hunter safety issued 02235'97 3 1 to the person by this state, another state, a province of Canada, 2 or another country. If an applicant for a hunting license does 3 not have proof of a previous license or a certification of com- 4 pletion of training in hunter safety, a person authorized to sell 5 hunting licenses may issue a hunting license if the applicant 6 submits a signed affidavit stating that they have completed a 7 course in hunter safety or that they have possessed a hunting 8 license previously. The person selling a hunting license shall 9 record as specified by the department the form of proof of the 10 previous hunting experience or certification of completion of 11 hunter safety training presented by the applicant. 02235'97 Final page.
