A joint resolution proposing an amendment to the state con- stitution of 1963, by adding section 25 to article I, to estab- lish the right to equal educational opportunity. Resolved by the Senate and House of Representatives of the state of Michigan, That the following amendment to the state con- stitution of 1963, to establish the right to equal educational opportunity, is proposed, agreed to, and submitted to the people of the state: 1 ARTICLE I 2 SEC. 25. EACH PERSON COMPELLED BY LAW TO ATTEND SCHOOL HAS 3 THE RIGHT TO EQUAL EDUCATIONAL OPPORTUNITY AND SO IS GUARANTEED 4 ACCESS TO A SUBSTANTIALLY EQUIVALENT PUBLIC EDUCATION REGARDLESS 5 OF HIS OR HER PLACE OF RESIDENCE WITHIN THIS STATE.
