HOUSE JOINT RESOLUTION A


     January 8, 1997, Introduced by Rep. Profit and referred to the Committee on Education.


        A joint resolution proposing an amendment to the state con-

   stitution of 1963, by adding section 25 to article I, to estab-

   lish the right to equal educational opportunity.

        Resolved by the Senate and House of Representatives of the

   state of Michigan, That the following amendment to the state con-

   stitution of 1963, to establish the right to equal educational

   opportunity, is proposed, agreed to, and submitted to the people

   of the state:

 1                                ARTICLE I

 2         SEC. 25.  EACH PERSON COMPELLED BY LAW TO ATTEND SCHOOL HAS

 3    THE RIGHT TO EQUAL EDUCATIONAL OPPORTUNITY AND SO IS GUARANTEED

 4    ACCESS TO A SUBSTANTIALLY EQUIVALENT PUBLIC EDUCATION REGARDLESS

 5    OF HIS OR HER PLACE OF RESIDENCE WITHIN THIS STATE.  NOT LATER

 6    THAN SEPTEMBER 1, 1998, THE LEGISLATURE SHALL IMPLEMENT THIS

 7    SECTION BY APPROPRIATE LEGISLATION.

 2    submitted to the people of the state at the next general election
