HOUSE JOINT RESOLUTION V


     May 15, 1997, Introduced by Reps. Llewellyn, Varga, Kukuk, McBryde, Lowe, Bodem, London, Cropsey, Goschka, Walberg, Gernaat, Oxender, McManus, Horton, Green, Tesanovich, McNutt, Harder and Rhead and referred to the Committee on Conservation, Environment and Recreation.


        A joint resolution proposing an amendment to the state con-

   stitution of 1963, by adding section 25 to article I, to declare

   the right of the people of Michigan to harvest, hunt, fish, and

   gather from their renewable resources.

        Resolved by the Senate and House of Representatives of the

   state of Michigan, That the following amendment to the state con-

   stitution of 1963, to declare the right of the people of Michigan

   to harvest, hunt, fish, and gather from their renewable

   resources, is proposed, agreed to, and submitted to the people of

   the state:

 1                                ARTICLE I

 2         SEC. 25.  THE PEOPLE OF MICHIGAN HAVE THE RIGHT TO HARVEST,

 3    HUNT, FISH, AND GATHER FROM THEIR RENEWABLE RESOURCES.  THESE

 4    RESOURCES INCLUDE GAME BIRDS AND ANIMALS, FISH STOCKS,

 5    FURBEARERS, AND PLANTS WHICH ARE THE PROPERTY OF THE PEOPLE AND

 1    ARE HELD AND MANAGED IN THE PUBLIC TRUST TO ENSURE OPTIMUM

 2    PARTICIPATION AND ACCESS FOR ALL CITIZENS.

 3         Resolved further, That the foregoing amendment shall be sub-

 4    mitted to the people of the state at the next general election in

 5    the manner provided by law.
