HOUSE JOINT RESOLUTION KK


     December 10, 1998, Introduced by Reps. Gire, Freeman, Bogardus, Martinez, Willard and Schauer and referred to the Committee on Tax Policy.


        A joint resolution proposing an amendment to the state con-

   stitution of 1963, by adding section 55 to article IV, to provide

   for the review of tax expenditures by the legislature.

        Resolved by the Senate and House of Representatives of the

   state of Michigan, That the following amendment to the state con-

   stitution of 1963, to provide for the review of tax expenditures

   by the legislature, is proposed, agreed to, and submitted to the

   people of the state:

 1                                ARTICLE IV

 2         SEC. 55.  EACH YEAR AS PART OF THE BUDGET PROCESS, THE LEG-

 3    ISLATURE SHALL REVIEW AND CONSIDER ALL TAX EXPENDITURES, AS

 4    DEFINED BY LAW, OF THE PREVIOUS FISCAL YEAR.

 5         Resolved further, That the foregoing amendment shall be

 6    submitted to the people of the state at the next general election

 7    in the manner provided by law.
