The Prisoner Reimbursement to the County Act allows for a county recoup the costs of holding in the county jail a prisoner or a pretrial detainee whose prosecution resulted in a conviction for a felony. In order to recover its costs for a prisoner's maintenance and support while he or she was confined in the jail, a county may bring a civil action within 12 months after the prisoner's release from the jail. House Bill 4146 would extend the statute of limitations on civil actions filed by counties in these cases from 12 months after the prisoner's release to 24 months after release.
