A SUMMARY OF HOUSE BILL 4251 AS INTRODUCED 2-11-99


The bill would add a new section to the Management and Budget Act to prohibit the state transportation department from preventing county road commissions from bidding on contracts for highway maintenance, repair, or resurfacing over which the department had jurisdiction. County road commissions that received state funds for performing highway maintenance, repair, or resurfacing work would be considered prequalified to bid on such contracts.
