A SUMMARY OF HOUSE BILL 4315 AS INTRODUCED 2-23-99


House Bill 4315 would amend the Michigan Vehicle Code to require that the state coordinator of the motorcycle safety education program be a full-time employee.


Under current law, the State Board of Education must establish and administer motorcycle safety courses, to include setting rules that govern teacher qualifications, reimbursement procedures, and course curricular matters. The law specifies that a fee not greater than $25 may be charged for the course, and that an eight-hour safety course may be offered to applicants who pass a motorcycle operator skill test. The law also requires the superintendent of public instruction to designate a person who has successfully completed a motorcycle safety chief instructor course to be the state coordinator of the motorcycle safety education program, and that coordinator must annually inspect motorcycle safety course sites. The coordinator position is funded by the motorcycle safety fund. Current law does not specify whether the motorcycle safety coordinator is a full- or part-time position.
